HANKOW-CANTON Railway loan. One of the Chinese delegates, who was conducting the negotiations with the Germans, yesterday told the representative of Samuel and Son that there was a clause in the agreement by which the Germans were bound to allow the British a half-share in the loan, and suggested that he should come to an understanding with the German agent for undertaking the British half. When the representative of Samuels once more asked me to recommend his firm to the Grand Secretary Chang, following the instructions contained in your despatch No. 54, I informed him that I would mention the matter to the Wai-wu Pu, but that I was unable to give his firm any support in this business.
